Kan flash niet installeren

Beste mensen,

Ik kan Flash niet meer installeren.
Ik kan het bestand downloaden, maar zodra ik het bestand wil openen dan staat er "Deze uitgever mag geen software op uw computer uitvoeren" u dient de blokkering van deze uitgever op te heffen als u deze software wilt uitvoeren.
Problematisch is het dat ik in de windows firewall dit bestand gewoon heb toegestaan. Toch blijf ik de melding krijgen.
Wat kan ik doen?
